GRAS-16e: Get Rangeland Health Assessment Ecological Site Reference Data (GetRHESDRefData)

This service gets and returns a payload of ESD reference data to be utilized in verifying that the rangeland health assessment is being conducted on the correct ecological site. User collects actual data from the evaluation area and compares to the reference data to verify that correct ecological site is being assessed.
