1. Add the functionality of using a geoJSON parser and geoJSON shape validator to the reading of all shape inputs for this service instead of the previous method of iterating through the coord section of the input JSON.
2. Include the use of the csip-gis-objects library code to facilitate this upgrade.

Net Effects:

• Auto-validates geoJSON inputs
• Auto-corrects for extra brackets on input coordinate arrays if present
• Allows for more complex shape types
• Permits more accurate and more efficient shape validation tests and corrections.
