Changes in the c_factor lookup services for RSET, now housed in csip-soils, require the service to be able to:
1) Read a raster file.
2) Locate a raster pixel value based on Lat/Lon coordinates
3) Search the raster for other related or nearby pixels' values
Add a GISObect derivative into csip-gis-objects that can interact with other GISObjects, and perform the tasks above.
