WQM-16: Incorrect Computation; Errors in Spec#462839
--  Repaired some of the problems with the calculations, but some logic problems still exist in the specification
--  Fixed code comparisons for crop type needed fixed, as well.  Database uses Camelcase words, but code comparisons were all in lowercase.
--  Fixed app_day_diff date calculations needed to be fixed, were using the wrong function to find days from milliseconds.
--  Refactored the code
