-provide lat long values for wind station based on whether wind is interpolated or
not - report model x y when station coordinate is not available
-always set runCycle and duration
-removed default runCycle value, set to zero to blow things up if not available
which is the desired behavior
-removed default num of years, set to zero to blow things up if not set by service
-provide rfd elevation in weps.run as cli station elevation per Larry
