Description
Improve layout/format of Rationale's pdf to aid in the manual merging of top and bottom assessments for Lakes.

Specifically, merging a Top and Bottom assessment for a lake requires:

- keep table 1

- merge table 2

- have two versions of table 3 (top/bottom)

- have two versions of table 4 (top/bottom)

- possibly exclude table 5

To aid with this, tcwible will investigate what formatting clean up he can do to:

- prevent table 2 and 3 (and 4 and 5) merging together (screenshot 1)

--- when the CO WATR exported PDF is opened in Word

- Add on/off toggle for 'repeating table headers' (screenshot 2)

--- so these don't end up as separate tables in Word and require a manual merge to have a single 'table 4'

Tyler - Sarah used these new rationale tools so I think we can close this one out. serickson - Please let me know if this is incorrect.

serickson, Version 0.17.5 now contains these fixes. Please take a look at some of the clean up and let me know if the suggested table 'insert' option in Word/Tables is sufficient for the last merging issue.

Toggling headers now works (to be released in version 0.17.3 of CO WATR) however no matter how much white space I add between tables (which makes the document start looking really strange) Word always merges nearby tables into 1 uni-table (which we don't want).

However, in Word you can 'split' a table which achieves this split as desired when editing:

Is this sufficient progress on these problems to make it easier to work with or do you want me to continue digging? I don't think it is worth the time to keep digging.

Close to implementing the toggle for table headers, then I'll work on the table merges.
