Modify WQM-05:
1) Refactor WQM-05 code to read the JSON output from WQM-02 V2.0 in the csip-soils context.
2) Ensure that WQM-21 V2.0 in the csip-soils context can call the modified code in order to chain the WQM-02->05/06 service calls for V2.0
3) Consolidate the WQM-05 logic into the csip-soilsdb classes so that it can be called by WQM-05 and by WQM-21, offering two methodologies of calculating the WQM-05 values.
