Add the Wepot service code to csip-soils. Use the SDM database in place of SSURGO.
Switch to using csip-gis-objects for reading input geometry.
Continue to use r2gis.alaska_points for Alaska CFactor lookups.
Look into modifying the CONUS CFactor lookups to use GeoTools functions instead of shelling-out to gdallocationinfo, and use if possible.
December 2016 additions:
Some cfactors on the CONUS raster map are missing values, i.e. are the noDataValue. In these cases where the centroid of a shape falls on a noDataValue pixel, search the entire shape and average all valid cfactor values, if that still results in a noDataValue, search around the shape in a spiral fashion a maximum of 3 pixels and return the first cfactor found that is valid. If that still results in noDataValue, then return the value of 0.0 and use that value in the calculations.
Return along with the cfactor result a statement of the method used to find its value so that users can know what assumptions were used. If the default 0.0 value was returned, then this statement will allow users to understand why the returned calculations may not match their expectations.
