Description
Alter SOILS-01 to include output for soils fragmentation.

For the top layer horizon for each soil component select the chfrags.fragvol_r value and return it with the previously returned output of this service.

Use SSURGO as the source of this data, not r2gis!

NOTES: Added to new soils/1.4 which is now called WWESoilParams under csip-soils context.
